  19. Rapid advances in communication technology have accentuated the need
  20. for security in the Internet.  The IP Security Protocol Working Group
  21. (IPSEC) will develop mechanisms to protect client protocols of IP.
  22. A security protocol in the network layer will be developed to provide
  23. cryptographic security services that will flexibly support combinations
  24. of authentication, integrity, access control, and confidentiality.  The 
  25. protocol formats for the IP Security Protocol (IPSP) will be independent of
  26. the cryptographic algorithm.  The preliminary goals will specifically 
  27. pursue host-to-host security followed by subnet-to-subnet and host-to-
  28. subnet topologies.

  30. Protocol and cryptographic techniques will also be developed to support
  31. the key management requirements of the network layer security.  The key
  32. management will be specified as an application layer protocol that is
  33. independent of the lower layer security protocol.  The protocol will
  34. initially support public key based techniques.  Flexibility in the
  35. protocol will allow eventual support of Key Distribution Center (KDC -
  36. such as Kerberos) and manual distribution approaches.
